This "contradiction" generally appears only in older English translations of the Biblical manuscripts. The accusation arises from translation difficulties and is solved by looking at the context of the event.
God knew that Saul would fail in his duty as King of Israel. Nevertheless, God allowed Saul to be king and used him greatly to do His will. Saul was highly effective as leader of Israel, in stirring his people to have courage and take pride in their nation, and in coping with Israel's enemies during times of war.
However, God made it clear long before this time (Genesis 49:8-10) that he would establish the kings that would reign over Israel, from the tribe of Judah. Saul was from the tribe of Benjamin. Therefore there was no doubt that Saul or his descendants were not God's permanent choice to sit on the throne of Israel. His successor David, however, was from the tribe of Judah, and his line was to continue.
Therefore God, who knows all things, did not 'change his mind' about Saul, for he knew Saul would turn away from Him and that the throne would be given to another.
The word in Hebrew that is used to express what God thought and how God felt concerning the turning of Saul from Him is "niham" which is rendered "repent" in the above. However, as is common in languages, it can mean more than one thing. For example, English has only one word for "love." Greek has at least 4 and Hebrew has more. A Hebrew or Greek word for love cannot always simply be translated "love" in English if more of the original meaning is to be retained. This is a problem that translators have.
Those who translated the Bible under the order of King James (hence the King James translation, which Shabbir quotes from) translated this word niham 41 times as "repent," out of the 108 occurrences of the different forms of niham in the Hebrew manuscripts. These translators were dependent on far fewer manuscripts than were available to the more recent translators; the latter also having access to far older manuscripts as well as a greater understanding of the Biblical Hebrew words contained within. Therefore, the more recent translators have rendered *niham *far more accurately into English by conveying more of its Hebrew meaning (such as relent, grieve, console, comfort, change His mind, etc. as the context of the Hebrew text communicates).
With that in mind, a more accurate rendering of the Hebrew would be that God was *"grieved" *that he had made Saul king. God does not lie or change his mind; for he is not a man that he should change his mind. God was grieved that he had made Saul king. God shows in the Bible His unchanging love and justice using human terms (anthropopathism). While Christianity teaches that God is impassible and does not suffer emotional fluctuations like humans do, He has infinite compassion on people's pain and listens to people's pleas for help. His divine justice is described as anger and wrath when encountering evil and the suffering of people from others' deeds.
As a result of Saul's disobedience pain was caused to God and to the people of Israel. But also, God had it in His plan from the beginning that Saul's family, though not being from the tribe of Judah, would not stay on the throne. Therefore when Saul begs the prophet Samuel in verses 24 to 25 to be put right with God and not be dethroned, Samuel replies that God has said it will be this way - He is not going to change His mind. It was spoken that it would be this way hundreds of years before Saul was king.
There is no contradiction here. The question was "Does God change his mind?" The answer is, "No." But He does respond to peoples situations and conduct, in compassion and in wrath, and therefore can be grieved when they do evil.

Exodus 32:14 - Does God change His mind?
PROBLEM: While Moses was upon the mountain receiving the Law from God, the people were at the foot of the mountain worshiping the golden calf which they had constructed (32:4-6). When God instructed Moses to go down to them, He told Moses that He would “consume them” and make a great nation from Moses (32:10). When Moses heard this, he pleaded with God to turn from His anger. Verse 14 states, “So the Lord relented from the harm which He said He would do to His people.” This implies that God changed His mind. However, in 1 Samuel 15:29 God says that “He is not a man, that He should relent,” and in Malachi 3:6 God says, “For I am the Lord, I do not change.” Also, in Hebrews, God demonstrated the “immutability of His counsel” (Heb. 6:17) by swearing an oath. Does God change His mind or doesn’t He?
SOLUTION: It must be emphatically maintained that God does not change (cf. Mal. 3:6; James 1:17). He neither changes His mind, His will, nor His nature. There are several arguments that demonstrate the immutability of God. We will consider three.
First, anything that changes does so in some chronological order. There must be a point before the change and a point after the change. Anything that experiences a before and an after exists in time, because the essence of time is seen in the chronological progress from before to after. However, God is eternal and outside time (John 17:5; 2 Tim. 1:9). Therefore, there cannot be in God a series of before’s and after’s. But, if God cannot be in a series of before’s and after’s, then God cannot change, because change necessarily involves before and after.
Second, anything that changes must change for better or for worse, for a change that makes no difference is not a change. Either something that is needed is gained that was previously absent, which is a change for the better, or something that is needed is lost that was previously possessed, which is a change for the worse. But, if God is perfect He does not need anything, therefore He cannot change for the better, and if God were to lose something He would not be perfect, therefore He cannot change for the worse. Therefore, God cannot change.
Third, if anyone were to change his mind, it must be because new information has come to light that was not previously known, or the circumstances have changed that require a different kind of attitude or action. Now, if God changed His mind, it cannot be because He has learned some bit of information that He did not previously know, for God is omniscient - He knows all (Ps. 147:5). Therefore, it must be because the circumstances have changed that require a different attitude or action. But, if the circumstances have changed, it is not necessarily the case that God has changed His mind. It may simply be the case that, since the circumstances have changed, God’s relationship to the new circumstances are different because they have changed, not God.
When Israel was at the foot of the mountain engaged in idol worship, God told Moses that His anger was burning against them and He was prepared to destroy them in judgment. However, when Moses interceded for them, the circumstances were changed. God’s attitude toward sin is always anger, and His attitude toward those who call to Him is always an attitude of mercy. Before Moses prayed for Israel, they were under God’s judgment. By Moses’ intercession for the people of Israel, he brought them under God’s mercy. God did not change. Rather, the circumstances changed. The language used in this passage is called anthropomorphic, or man-centered, language. It is similar to someone moving from one place to another and saying, “Now the house is on my right,” “Now the house is on my left.” Neither of these statements is meant to imply that the house has moved. Rather, it is language from a human perspective to describe that I have changed my position in relation to the house. When Moses said that God relented, it was a figurative way of describing that Moses’ intercession successfully changed the relationship of the people to God. He brought the nation under the mercy of God’s grace, and out from under the judgment of God. God does not change, neither His mind, His will, nor His nature.
Does God Change His Mind? (Numbers 23:19 vs Exodus 32:14)
A common question arises when comparing verses that declare God's immutability with those that describe Him relenting or changing His mind.
> "God is not a man, that He should lie, nor a son of man, that He should repent. Has He said, and will He not do? Or has He spoken, and will He not make it good?" (Numbers 23:19)
> "So the Lord relented from the harm which He said He would do to His people." (Exodus 32:14)
It is clear from Scripture that God is immutable—His divine nature and character do not change. He is the same yesterday, today, and forever (Hebrews 13:8; Malachi 3:6). How, then, do we understand passages that speak of God "relenting" in His judgment on a nation, often as the result of an intercessor's pleas or the nation's repentance?
From a Christian theological perspective, there is no contradiction. God, in His holiness and righteousness, must address sin. Yet, He is also full of grace and abounding in mercy, forgiving those who repent (Exodus 34:6–7). The balance is clearly articulated in Jeremiah:
> "The instant I speak concerning a nation and concerning a kingdom, to pluck up, to pull down, and to destroy it, if that nation against whom I have spoken turns from its evil, I will relent of the disaster that I thought to bring upon it." (Jeremiah 18:7–8)
Anthropomorphic Language
Passages that describe God as "sorry" or "grieved in His heart" (Genesis 6:6) use anthropopathic and anthropomorphic language. This means the Bible describes God’s actions and divine responses in human terms so that finite beings can comprehend them.
These passages do not mean God made a mistake and had to figure out a new plan. Rather, they express God’s holy disposition toward sin and His compassionate response to repentance. When humans change their posture toward God (e.g., turning from sin to repentance), God's relational action toward them changes accordingly—from judgment to mercy. God Himself does not mutate or change His essence; rather, it is the human subject who has moved, and God consistently responds to their new state according to His unchanging character of love and justice.
