Does God dwell in heaven or in Zion?

Skeptics argue there is a contradiction regarding whether God dwells in heaven (Psalm 123:1) or in Zion (Psalm 76:2, 19:1). The problem is that critics wrongly assume that "dwell" implies a permanent, exclusive residence. The Hebrew word "dwell" (yashab) simply means to settle or sit down for a given time period. It is commonly used of the nomadic tribesmen of the Old Testament who moved from place to place. There is no theological or logical constraint that prevents God, who is omnipresent, from manifesting His presence in Zion, heaven, or elsewhere as needed.
