Opposing Verses

Surah 4:56 → "Surely those who disbelieve in Our signs – We shall burn them in a Fire. Whenever their skins are completely burned, We shall exchange their skins for others, so that they may (continue to) feel the punishment. Surely God is mighty, wise."
Is Allah kind and merciful or severe in punishment? Some verses state Allah is the Most Merciful and Compassionate, while others describe him burning disbelievers and replacing their skins to prolong their torment.
