Surah 10:99

"If your Lord had (so) pleased, whoever was on the earth would indeed have believed – all of them together. Will you compel the people until they become believers?"

10.99 – Will you compel the people until they become believers?
The Quran asks the messenger whether he will compel the people, using the same Arabic root as the famous “no compulsion” verse ( akraha , 2.256). The implied answer is no – that this would not be appropriate to the messenger’s role. Coming so soon after Sūras 8 and 9, this expectation of no compulsion sets up a contrast to the messenger’s assignment in verses like 4.84; 8.39; and 9.5.
