Surah 11:17
"Is the one who (stands) on a clear sign from his Lord, and recites it as a witness from Him, and before it was the Book of Moses as a model and mercy [. . .]? Those believe in it, but whoever disbelieves in it from the factions – the Fire is his appointed place. So do not be in doubt about it. Surely it is the truth from your Lord, but most of the people do not believe."

Wherever the Quran names the pre-Islamic scriptures or – as in this case – the Torah by another name, it consistently describes them only in the most positive and respectful ways. The Arabic word here translated “model” (imām) can also mean standard, criterion, or even “plumb line.”
