Surah 11:28

"He said, ‘My people! Do you see? If I (stand) on a clear sign from my Lord, and He has given me mercy from Himself, but it has been obscured for you, shall we compel you (to accept) it when you are unwilling?"

11.28 – shall we compel you (to accept) it when you are unwilling?

Noah asks the same question that the quranic messenger asks in 10.99, using a different verb for “compel,” alzama. The implied answer is no – Noah leaves the audience freedom to respond to his preaching.
