Surah 13:38
"Certainly We sent messengers before you, and gave them wives and descendants, but it was not for any messenger to bring a sign, except by the permission of God. For every (period of) time (there is) a written decree."

This is another statement in the Quran’s series of characterizations of “all” messengers or prophets. This verse asserts that no messenger brings a sign ( āya ) without Allah’s permission, perhaps in response to what the audience is demanding in verse 7.
But this is not actually true. The Gospel accounts report many miracles of Jesus and describe them as signs of his glory (John 2:11). See the discussion of verses making categorical statements about all messengers and prophets at 25.20.
