Surah 13:7

"Those who disbelieve say, ‘If only a sign were sent down on him from his Lord.’ You are only a warner, and for every people (there is) a guide."

13.7 – Those who disbelieve say, “ If only some sign were sent down on him from his Lord. ”
This speech of the disbelievers seems to indicate an encounter between a messenger and his audience in which the audience is not accepting his message. The Quran then tells the messenger what to “say” in response. The speech repeats in verse 27 and draws a second response from the messenger.
In this verse the messenger is “only a warner” and guide (also vv. 30–31, 36, 40, 43). He delivers Allah’s message and leaves the outcome to Allah. On whether the messenger performs miracles, see discussion at 43.40.
