Verse 10

وَلَقَدۡ أَرۡسَلۡنَا مِن قَبۡلِكَ فِي شِيَعِ ٱلۡأَوَّلِينَ

Certainly We sent (messengers) before you among the parties of old,

Verse 11

وَمَا يَأۡتِيهِم مِّن رَّسُولٍ إِلَّا كَانُواْ بِهِۦ يَسۡتَهۡزِءُونَ

yet not one messenger came to them whom they did not mock.

Verse 12

كَذَٰلِكَ نَسۡلُكُهُۥ فِي قُلُوبِ ٱلۡمُجۡرِمِينَ

In this way We put it into the hearts of the sinners –

Verse 13

لَا يُؤۡمِنُونَ بِهِۦ وَقَدۡ خَلَتۡ سُنَّةُ ٱلۡأَوَّلِينَ

they do not believe in it, though the customary way of those of old has already passed away.

Quoted Scripture
"10. Indeed, We sent (Messengers) before you (O Muhammad) amongst the earlier communities."

"11. And there never came a Messenger to them but that they mocked him."

"12. Thus We allow it to enter the hearts of the guilty."

"13. They would not believe in it (the Qur'an); and already the example of the ancients has gone forth."

Consoling His Messenger for the rejection of the disbelieving Quraysh, Allah says that He has sent Messengers before him to the nations of the past, and no Messenger came to a nation but they rejected him and mocked him. Then He tells him that He lets disbelief enter the hearts of those sinners who are too stubborn and too arrogant to follow His guidance.

Quoted Scripture
"Thus We allow it to enter the hearts of the guilty."

Anas and Al-Hasan Al-Basri said that this referred to Shirk.

Quoted Scripture
"and already the example of the ancients has gone forth"

meaning the destruction wrought by Allah on those who rejected His Messengers, and how He saved His Prophets and their followers in this world and in the Hereafter, is well known.

About this Source & Scholarly Authority (Tafsir Ibn Kathir)

Universal Sunni Consensus: Tafsir al-Qur'an al-Azim by Hafiz Ibn Kathir (701–774 AH / 1301–1373 AD) is universally regarded across all major schools of Sunni Islam (traditional, Salafi, Ash'ari) as the most authoritative classical exegesis. It is prized because it relies on Tafsir bil-Ma'thur—interpreting the Quran using the Quran itself, authentic Hadiths of Prophet Muhammad, and recorded statements of the early Companions (Sahabah).

Standard English Edition: This text is from the standard 10-volume English abridgment published by Dar-us-Salam Publications (supervised by Shaykh Safiur-Rahman Al-Mubarakpuri), which is the official, most widely distributed English Quranic commentary in mosques and Islamic libraries worldwide today.
