Surah 18

Surah 18:109

"Say: ‘If the sea were ink for the words of my Lord, the sea would indeed give out before the words of my Lord would give out, even if We brought (another sea) like it as an extension.’"
Completeness of the Words of God

Opposing Verses

Surah 6:38 → "(There is) no creature on the earth, nor (any) bird flying with both its wings, but (they are) communities like you. We have not neglected anything in the Book. Then to their Lord they will be gathered."
Does the Quran state that the words of God are infinite or that everything is contained within the Book? One verse states that the sea would dry up before the words of the Lord would run out, while another states that God has not neglected anything in the Book.
