Verse 38

Surely God will repel (evil) from those who believe. Surely God does not love any traitor (or) ungrateful one.

Here Allah tells us that He defends His servants who put their trust in Him and turn to Him in repentance; He protects them from the worst of evil people and the plots of the sinners; He protects them, guards them and supports them, as He tells us elsewhere:

{Is not Allah sufficient for His servant?} [39:36]

{And whosoever puts his trust in Allah, then He will suffice him. Verily, Allah will accomplish his purpose. Indeed Allah has set a measure for all things} [65:3].

Quoted Scripture
"Verily, Allah likes not any treacherous ingrate"

means, He does not like any of His servants who bear these characteristics, i.e., treachery in covenants and promises whereby a person does not do what he says, and ingratitude is to deny the blessings, whereby one does not acknowledge or appreciate them.

About this Source & Scholarly Authority (Tafsir Ibn Kathir)

Universal Sunni Consensus: Tafsir al-Qur'an al-Azim by Hafiz Ibn Kathir (701–774 AH / 1301–1373 AD) is universally regarded across all major schools of Sunni Islam (traditional, Salafi, Ash'ari) as the most authoritative classical exegesis. It is prized because it relies on Tafsir bil-Ma'thur—interpreting the Quran using the Quran itself, authentic Hadiths of Prophet Muhammad, and recorded statements of the early Companions (Sahabah).

Standard English Edition: This text is from the standard 10-volume English abridgment published by Dar-us-Salam Publications (supervised by Shaykh Safiur-Rahman Al-Mubarakpuri), which is the official, most widely distributed English Quranic commentary in mosques and Islamic libraries worldwide today.
