Surah 28:48

"Yet when the truth did come to them from Us, they said, ‘If only he were given the same as what Moses was given.’ Did they not disbelieve in what was given to Moses before? They said, ‘Two magic (tricks) supporting each other,’ and they said, ‘Surely we are disbelievers in all (of it).’"

Surah 28:49 → "Say: ‘Bring a Book from God that is a better guide than these two – I shall follow it, if you are truthful.’"

Opposing Verses

Surah 10:38 → "Or do they say, ‘He has forged it’? Say: ‘Then bring a sūra like it, and call on anyone you can, other than God, if you are truthful.’"
Surah 11:13 → "Or do they say, ‘He has forged it’? Say: ‘Then bring ten sūras forged like it, and call on whomever you can, other than God, if you are truthful.’"
Surah 17:88 → "Say: ‘If indeed humankind and the jinn joined together to produce something like this Qur’ān, they would not produce anything like it, even if they were supporters of each other.’"
Surah 2:23 → "If you are in doubt about what We have sent down to Our servant, then bring a sūra like it, and call your witnesses, other than God, if you are truthful."
Does the Quran state that it is entirely unparalleled or that the Torah is comparable to it? Some verses challenge anyone to produce something like the Quran, implying its absolute uniqueness, while others state that the Book of Moses is a comparable guide and challenge people to bring a book better than these two.
