Verse 26

God wishes to make (things) clear to you, and to guide you in the customary ways of those who were before you, and to turn toward you (in forgiveness). God is knowing, wise.

Verse 27

God wishes to turn toward you (in forgiveness), but those who follow (their) lusts wish you to swerve far away.

Verse 28

يُرِيدُ ٱللَّهُ أَن يُخَفِّفَ عَنكُمۡۚ وَخُلِقَ ٱلۡإِنسَٰنُ ضَعِيفٗا

God wishes to lighten (your burdens) for you, (for) the human was created weak.

Allah explains to the believers what He has allowed and prohibited for them in this and other Surahs,

Quoted Scripture
"And to show you the ways of those before you,"

meaning their righteous ways and how to adhere to the commandments that He likes and is pleased with.

{and accept your repentance} from sin and error,

Quoted Scripture
"and Allah is All-Knower, All-Wise."

in His commands, decrees, actions and statements. Allah’s statement,

Quoted Scripture
"but those who follow their lusts, wish that you (believers) should deviate tremendously away from the right path)"

indicates that the followers of Shaytan among the Jews, Christians and the adulterous, wish that you would take the horrendous path of falsehood instead of the truth.

Quoted Scripture
"Allah wishes to lighten (the burden) for you;"

His legislation, orders, what He prohibits and what He decrees for you. This is why Allah has allowed free men to marry slave girls under certain conditions, as Mujahid and others have stated.

Quoted Scripture
"and man was created weak."

and this is why it is suitable in his case that the commands are made easy for him, because of his weakness and feebleness.

Ibn Abi Hatim recorded that Tawus said that,

{and man was created weak}, “Concerning women”. Waki' said, “Man’s mind leaves when women are involved.”

About this Source & Scholarly Authority (Tafsir Ibn Kathir)

Universal Sunni Consensus: Tafsir al-Qur'an al-Azim by Hafiz Ibn Kathir (701–774 AH / 1301–1373 AD) is universally regarded across all major schools of Sunni Islam (traditional, Salafi, Ash'ari) as the most authoritative classical exegesis. It is prized because it relies on Tafsir bil-Ma'thur—interpreting the Quran using the Quran itself, authentic Hadiths of Prophet Muhammad, and recorded statements of the early Companions (Sahabah).
