Surah 4:64

"We have not sent any messenger, except that he should be obeyed, by the permission of God. If, when they did themselves evil, they had come to you and asked forgiveness from God, and the messenger had asked forgiveness for them, they would indeed have found God turning (in forgiveness), compassionate."

This statement appears in the middle of a passage that is making a case for the authority of the Quran’s messenger (vv. 59–69), just prior to a longer passage that pictures a battle scene (vv. 71–104).
The statement in this verse does not actually match most of the information given about messengers in the Quran. In most other passages messengers preach and warn and suffer resistance but do not command or enforce. This verse seems to contradict that pattern.
