Surah 5:54
"You who believe! Whoever of you turns back from his religion, God will bring (another) people whom He loves, and who love Him, (who are) humble toward the believers, mighty toward the disbelievers, (who) struggle in the way of God, and do not fear the blame of anyone. That is the favor of God. He gives it to whomever He pleases. God is embracing, knowing."
Treatment of Disbelievers and the People of the Book
Supporting Verses
Surah 9:29 → "Fight those who do not believe in God or the Last Day, and do not forbid what God and His messenger have forbidden, and do not practice the religion of truth – from among those who have been given the Book – until they pay tribute out of hand, and they are disgraced."
Opposing Verses
Surah 5:13 → "For their breaking their covenant, We cursed them and made their hearts hard. They alter words from their positions, and have forgotten part of what they were reminded of. You will continue to see treachery from them, except for a few of them. Yet pardon them and excuse (them). Surely God loves the doers of good."
The Quran presents differing instructions regarding how believers should interact with disbelievers and the People of the Book, particularly concerning broken covenants or treachery. Some verses instruct believers to pardon and excuse them, while others command believers to be mighty and harsh toward them, or to fight them until they pay tribute.
