Surah 59:13
"Indeed you (strike) greater fear in their hearts than God. That is because they are a people who do not understand."
– you (strike) greater fear in their hearts than God
The opening of this sūra says that Allah cast dread into the hearts of the People of the Book. This verse says that that “believers” bring more terror or “fear” (rahba) to the “disbelievers” than Allah. On terror and terrorizing see the comment at verse 2.
