Surah 59:6
"What God has given to His messenger (as spoils) from them – you did not spur on any horse or camel for it, but God gives authority to His messengers over whomever He pleases. God is powerful over everything."

In the midst of a passage (vv. 5–10) that seems to be about the spoils flowing to the messenger from the expelled People of the Book, the Quran says that Allah gives messengers power or “authority” over others. This verse is similar to 3.26, the wording of which is also found on a plaque that was posted above the eastern door of the Dome of the Rock in Jerusalem.
Needy people benefit from the spoils as well (vv. 7–8).
