Verse 46

Say: ‘Do you see? If God takes away your hearing and your sight, and sets a seal on your hearts, who is a god other than God to bring it (back) to you?’ See how We vary the signs? Then they (still) turn away.

Verse 47

Say: ‘Do you see yourselves? If the punishment of God comes upon you, unexpectedly or openly, will any be destroyed but the people who are evildoers?’

Verse 48

We send the envoys only as bringers of good news and warners. Whoever believes and sets (things) right – (there will be) no fear on them, nor will they sorrow.

Verse 49

But those who call Our signs a lie – the punishment will touch them because they were acting wickedly.

Allah said to His Messenger, say, O Muhammad to those rebellious liars,

Quoted Scripture
"Tell me, if Allah took away your hearing and your sight."

just as He gave these senses to you. In another Ayah, Allah said;

Quoted Scripture
"[It is He Who has created you, and endowed you with hearing, seeing.](quran/67/23)}."

The Ayah above might also mean that Allah will not allow the disbelievers to benefit from these senses in religious terms. This is why He said next,

{and sealed up your hearts ,} He also said in other Ayat,

{Or who owns hearing and sight?}, and,

Quoted Scripture
"[And know that Allah comes in between a person and his heart.](quran/8/24)"

Allah said;

Quoted Scripture
"Is there a god other than Allah who could restore them to you?"

Meaning, is there anyone except Allah who is able to give you back these senses if Allah took them from you? Only Allah is able to do so, and this is why He said here,

...

Quoted Scripture
"So whosoever believes and does righteous good deeds."

meaning, whoever believes in his heart with what the Messengers were sent with and makes his works righteous by imitating them;

{upon such shall come no fear,} concerning the future,

Quoted Scripture
"nor shall they grieve."

about what they missed in the past and left behind them in this world. Certainly, Allah will be the Wali and Protector over what they left behind. Allah said next,

Quoted Scripture
"But those who reject Our Ayat, the torment will strike them for their rebelling"

The torment will strike them because of disbelieving in the Message of the Messengers, defying Allah’s commands, committing what He prohibited and transgressing His set limits.

About this Source & Scholarly Authority (Tafsir Ibn Kathir)

Universal Sunni Consensus: Tafsir al-Qur'an al-Azim by Hafiz Ibn Kathir (701–774 AH / 1301–1373 AD) is universally regarded across all major schools of Sunni Islam (traditional, Salafi, Ash'ari) as the most authoritative classical exegesis. It is prized because it relies on Tafsir bil-Ma'thur—interpreting the Quran using the Quran itself, authentic Hadiths of Prophet Muhammad, and recorded statements of the early Companions (Sahabah).

Standard English Edition: This text is from the standard 10-volume English abridgment published by Dar-us-Salam Publications (supervised by Shaykh Safiur-Rahman Al-Mubarakpuri), which is the official, most widely distributed English Quranic commentary in mosques and Islamic libraries worldwide today.
