Surah 60

Surah 60:10

"You who believe! When believing women come to you as emigrants, examine them – God knows their belief – and if you know them to be believers, do not return them to the disbelievers. They are not permitted to them, nor are they are permitted to them. Give them what they have spent. (There is) no blame on you if marry them, when you have given them their marriage gifts. Do not hold to ties with disbelieving women, but ask (back) what you have spent, and let them ask (back) what they have spent. That is the judgment of God. He judges between you, and God is knowing, wise."

Opposing Verses

Surah 5:5 → "Today the good things are permitted to you, and the food of those who have been given the Book is permitted to you, and your food is permitted to them. (Permitted to you are) the chaste women among the believers, and the chaste women among those who have been given the Book before you, once you have given them their marriage gifts, taking (them) in marriage, not in immorality, nor taking (them) as secret lovers. Whoever disbelieves in the faith, his deed has come to nothing, and in the Hereafter he will be one of the losers."
Does the Quran permit marriage to non-Muslim women? One verse instructs believers not to hold ties with disbelieving women, while another explicitly permits marriage to chaste women from among the People of the Book.
