Surah 60:7

"It may be that God will (yet) establish friendship between you and those of them with whom you are on hostile terms. God is powerful, and God is forgiving, compassionate."

The Quran allows friendship with enemies that do not fight against the Muslims, but it repeats the prohibition of love for those who oppose them in battle.
