Surah 8:12

"When your Lord inspired the angels: ‘I am with you, so make firm those who believe. I shall cast dread into the hearts of those who disbelieve. So strike above (their) necks, and strike (off) all their fingers!’"

8.12 – I shall cast dread into the hearts of those who disbelieve
The Quran describes Allah as terrorizing the enemy. He casts terror or “dread” ( ru ‘ b ) into hearts. The expression repeats at 3.151; 33.26; and 59.2. Here the reason for this terrorizing is that those who disbelieve “broke with Allah and His messenger” (v. 13). Later in this sūra the Quran commands “believers” themselves to terrify ( arhaba ) their enemies (v. 60). See the discussion of terror and terrorizing at 59.2.
