Surah 8:60

"Prepare for them whatever force and cavalry you can, to terrify by this means the enemy of God and your enemy, and others besides them. You do not know them, but God knows them. Whatever you contribute in the way of God will be repaid to you in full, and you will not be done evil."

The concept of terrorizing the enemy is clearly indicated here through the use of the Arabic verb arhaba , when earlier in the sūra it was Allah who cast terror ( ru ‘ b ) into the hearts of the “disbelievers” (v. 12). The Quran also portrays the enemy of the “believers” as Allah’s enemy. Both statements serve to further blur the line between Allah’s punishments and the fighting of humans.
