– What is (the matter) with them that they do not believe... ?
The Quran asks why people do not believe the recitations and then commands the messenger to deliver a message of doom (v. 24). “Those who believe and do righteous deeds” (v. 25) seems to be an exception – perhaps even an afterthought?
