Surah 9:86
"When a sūra is sent down (stating): ‘Believe in God, and struggle alongside His messenger,’ the wealthy among them ask your permission, and say, ‘Let us be with the ones who sit (at home).’"
This third command to “stuggle” claims that it is “sent down” as part of a sūra. See the analysis of commands to struggle ( jāhada ) at 66.9.
