Verse 90

The excuse-makers among the Arabs came to get permission for themselves, and those who lied to God and His messenger sat (at home). A painful punishment will smite those of them who disbelieve.

Quoted Scripture
"90. And those who made excuses from the bedouins came asking your permission to exempt them (from the battle), and those who had lied to Allah and His Messenger sat at home (without asking the permission for it); a painful torment will seize those of them who disbelieve."

Allah describes here the condition of the bedouins who lived around Al-Madinah, who asked for permission to remain behind from Jihad when they came to the Messenger to explain to him their weakness and inability to join the fighting. Ad-Dahhak said that Ibn 'Abbas said that they were those who had valid excuses, for Allah said next.
{and those who had lied to Allah and His Messenger sat at home}, and did not ask for permission for it; and Allah warned them of painful punishment,
{a painful torment will seize those of them who disbelieve.}

About this Source & Scholarly Authority (Tafsir Ibn Kathir)

Universal Sunni Consensus: Tafsir al-Qur'an al-Azim by Hafiz Ibn Kathir (701–774 AH / 1301–1373 AD) is universally regarded across all major schools of Sunni Islam (traditional, Salafi, Ash'ari) as the most authoritative classical exegesis. It is prized because it relies on Tafsir bil-Ma'thur—interpreting the Quran using the Quran itself, authentic Hadiths of Prophet Muhammad, and recorded statements of the early Companions (Sahabah).

Standard English Edition: This text is from the standard 10-volume English abridgment published by Dar-us-Salam Publications (supervised by Shaykh Safiur-Rahman Al-Mubarakpuri), which is the official, most widely distributed English Quranic commentary in mosques and Islamic libraries worldwide today.
